It is universally recognised that payroll costs contribute to over 80% of a school’s expenditure and that ensuring that staff skills and time are used to their best effectiveness is critical. This is critical to success in terms of outcomes for pupils, being a good employer and ensuring the financial stability of your school. These are difficult challenges to balance given the increasing financial challenges.

Overview of tool

This tool has been developed to support secondary schools in assessing their curriculum, class organisation and staffing plans. It does not set out to prescribe the structure a school should have as schools have very different environments in which they work.  The objective of this tool is to set out the minimum classes possible and provide a tool against which to challenge thinking and strategy. It challenges schools to consider the level of investment it has in teaching and learning across the years of the school.
